[Ec] For EC support (ASAP): EGPS community dinner during AGPA

Yes I would only support it if it was a one time reimbursement to Hilary
(she will be fielding all payments directly).

But I agree, doesn't seem necessary, and we could address on a case by case
basis if someone directly asks.
