[Ec] 2022 draft of TP policies and conflict resolution

Hi EC,

This was the document I recall drafting in 2022. I'm pretty sure Joan and
Virginia have a more current edition because we spoke about it during our
check-ins. It might be helpful to guild the adoption of a conflict
resolution for the conference, between committees, etc.
