[Ec] Jan retirement announcement to members

A quick note, especially for you Christine. For efficiency and the quick
turnaround, we decided to support my sending this out directly as
president. My plan will be to send it by 7pm tonight, unless I hear any
strong veto or difference from any of the EC.
